My child is left homealone while his dad goes to bar

My child is left home alone by his dad with another young kid they call the kids grandpa because they are scared but yet I hear alot of talk that my kid shouldn't be around and theres no law to where I can make this not happen. And it's for him to go out and party.i have tried talking to both of them.  what should I do?
